By the end of the year, all executive authorities must fully connect their electronic document management systems to the electronic interaction system. This was emphasized by Volodymyr Semynozhenko, Head of the State Agency for Science, Innovation and Informatization of Ukraine, at a meeting on the introduction of interagency electronic document management, which was also attended by representatives of Softline IT.

"Our task is to completely abandon paper-based document management in all executive authorities by the end of this year. At the very least, the Secretariat of the Cabinet of Ministers will definitely no longer use paper to prepare the necessary decisions," the head of the agency stressed.

According to him, by the end of the year the System of Electronic Interaction of Executive Authorities (SEV OVV) will be put into full-scale operation, which means a complete transition of executive authorities to electronic document management. In addition, during this year all regional state administrations are to connect to the system, and local executive authorities are to start connecting.

"It is gratifying to note that recently we have managed to establish proper coordination among all the government bodies responsible for various aspects of the information sphere. Coordinated work is now under way at all levels, and we can already say that the main barriers have been overcome," V. Semynozhenko emphasized.

He recalled that the first version of the SEV OVV was developed by the State Agency for Science, Innovation and Informatization at the end of 2011. In October 2012, the agency developed technological requirements for data formats for electronic document management. From 1 December 2012, the record-keeping units of the Secretariat of the Cabinet of Ministers of Ukraine, ministries and other central executive authorities began connecting to the SEV OVV.

Before that, the electronic document management system of the Secretariat of the Cabinet of Ministers of Ukraine was upgraded, and it has now been integrated into the SEV OVV. Integration of the electronic document management systems of other executive authorities has also begun. In addition, employees working with the electronic interaction system have been trained, and work has started on a comprehensive information security system.

The SEV OVV is currently operating in 82 executive authorities, including the Secretariat of the Cabinet of Ministers and the Secretariat of the Verkhovna Rada. In addition, the regions are beginning to join this work. "I would like to point out that about 20,000 documents have been sent in electronic form via the SEV OVV," Volodymyr Semynozhenko stressed.

Background

The introduction of e-government in Ukraine has been defined as a priority area of state policy in the field of informatization. Thus, as part of the implementation of the Economic Reform Program for 2012–2014, one of the system-forming elements of e-government has been created: the System of Electronic Interaction of Executive Authorities (SEV OVV).

The SEV OVV is used to exchange external correspondence, monitor the execution of instructions and organize the approval of draft documents. The system is "economical" and easy to operate because it is built on cloud technologies, so it is accessed only via the Internet and a single format for exchanging electronic documents. The legal validity of the document flow is ensured by an electronic digital signature. Work is also under way to create a comprehensive information security system and to have it undergo a state expert review.

The introduction of electronic document management will increase the productivity of executive authorities by 20–25% and reduce the cost of archival storage of documents by 80%.

In autumn 2012, the Government of Ukraine approved two more documents that are fundamental for the introduction of e-government: the Strategy for the Development of the Information Society in Ukraine and the Concept for the Creation and Operation of the Information System for Electronic Interaction of State Electronic Resources.
