At the round table "Implementation of a Unified Information and Communication Platform for the Public Authorities of Ukraine", Anton Marrero, Honorary President of Softline IT, and Oleksandr Kardakov, Chairman of the Supervisory Board of Oktava (which controls Incom), offered the National Commission for the State Regulation of Communications and Informatization (NCCIR) and the Administration of the State Service for Special Communications and Information Protection assistance in the form of expertise and investment to create a unified information and communication platform for government bodies.
The speakers noted that there are currently about 40 state registers in Ukraine, with practically no data exchange between them. Oleksandr Kardakov stated that 3–4 IT companies could unify all the systems. By his estimate, this would require several hundred thousand US dollars. Other participants argue that convincing all government bodies of the need to unify data processing will require amendments to the laws of Ukraine that would oblige them to do so.
For his part, Anton Marrero said: "Such a platform should become the core one. It will remove all conflicts related to government agencies' access to various information resources. Without it, it is impossible to build an e-government system."
