"In July this year, a system of electronic interaction between central government bodies will start operating in Ukraine," said Volodymyr Semynozhenko, Head of the State Agency for Science, Innovation and Informatization of Ukraine, on 11 April 2013 at a meeting dedicated to the implementation of e-government.

The System of Electronic Interaction of Executive Authorities (SEV OVV) was developed with the participation of Softline IT specialists, and its purpose is to integrate the electronic document management systems of executive authorities with one another. Trial operation of the SEV OVV has already been completed, and preparations are now under way for full-scale operation, which will begin in three months. During this period, according to Volodymyr Semynozhenko, every agency and ministry must adapt its electronic document management systems to work with the SEV and to exchange documents with the Secretariat of the Cabinet of Ministers.

Softline IT Vice President Oleksandr Smyrnov, in turn, told the media that the introduction of this system will speed up the processing of government decisions, and every document will be handled as efficiently and transparently as possible. For example, the electronic document management system developed by Softline IT makes it possible to see when a document arrived at a government institution and what happens to it next: who approves it, which executor has it, how long each specialist takes to process the document and what changes they make to it.

Volodymyr Semynozhenko explained how important this is for the state. "Delays in approving government decisions occur because the circulation of papers turns into so-called non-linear waves. Afterwards it is hard to find out who initiated the document and why it is only formulated six months later, and in a completely different form," he said. The transition to electronic document management makes it possible to eliminate these problems completely.

The head of the agency stressed that the introduction of the SEV OVV is an important step towards e-government in Ukraine. Important, but not the last.

"If we look at the country in terms of the national, regional and city levels, then at the national level there is now an operating and expanding system of electronic interaction of government bodies integrated with electronic document management systems, a citizens' appeals system, a single window for submitting electronic reports and a public information registration system, and electronic databases are maintained. But about 28% of central executive authorities have not introduced electronic document management," said Volodymyr Semynozhenko. This gap needs to be closed as quickly as possible.

In addition, in accordance with the President's National Action Plan for the implementation of economic reforms, work is now beginning on a system of electronic interaction of state information resources, the state registers. The implementation of the Single Window for electronic reporting is also nearing completion.
