Softline IT has carried out technical measures to restore the operation of the National Electronic Registry of Anthropogenic Emissions and Removals of Greenhouse Gases (hereinafter, the Registry). As of today, 6 September 2016, the company provides its technical support.
We would like to remind you that in August 2015 the Registry was shut down for legal reasons beyond the company's control. In April 2016 the company and the Ministry of Ecology and Natural Resources reached an agreement to switch it back on. All the work was carried out at Softline IT's own expense (on a voluntary basis).
To restore the Registry's operation, the company performed a range of works.
First, all servers at the Registry's primary and backup sites were switched on and the hardware was diagnosed.
Second, the external communication channel was reconnected to the system's network equipment (ASA5510). Access lists were configured to reflect changes in the local network address spaces.
Third, the problem of the database (DB) service stopping was fixed; it had occurred because the servers were running out of free disk space (due to intensive log generation).
Fourth, the startup scripts of the process responsible for backing up the virtual servers were updated, backups of the virtual servers were created, and the data was transferred to a tape drive.
Fifth, the metadata for the virtual servers was updated.
The certificates were also replaced. The new certificates use the SHA-256 algorithm instead of the previously used SHA-1. This required analysing and modifying the source code of the CRWEB web service.
In addition, testing of the modified web service revealed that the SSL session with the updated crypto adapter did not fully complete the Handshake Protocol. It was necessary to create a JKS keystore for the client certificate and enable the relevant Java options.
After these operations, the Ukrainian servers and the servers of the International Transaction Log (ITL) successfully exchanged test messages, confirming that a connection had been established between the servers.
Following consultations with the Secretariat of the UN Framework Convention on Climate Change, a decision was agreed to move the National Registry from the "Not Operating" status to the "Reconciliation only" status. This made it possible to complete the reconciliation procedure for the carbon units held on the Registry servers, as well as the time synchronisation procedure between the Registry and ITL servers.
