Softline has won a tender held by the Ukrainian Mobile Communications joint venture (UMC) for the development and implementation of a billing system for its prepaid service.

According to Yuriy Syvytsky, Softline's Vice President of Marketing and Sales, "the system makes it possible to rate the services provided depending on destination, time and duration of the service, to set and apply discounts and/or surcharges according to these criteria, to build extended tariff plans, to create new service bundles and to quickly make changes in line with the company's marketing policy."

Most existing solutions for prepaid services are known to have a number of shortcomings in their rating mechanisms, such as a lack of flexibility in choosing rating criteria, the inability to charge for service activation, the inability to introduce a subscription fee for using the service, and so on.

Introducing complex rating principles on prepaid platforms involves major financial, administrative and technical problems. The billing system is intended to compensate for these shortcomings by giving the user a tool for optimally solving the existing problems.

"Telecommunications is a relatively new market segment for us," says Yuriy Syvytsky, "but our success in this area confirms Softline's reputation as a dynamically developing company that is able to apply up-to-date technologies and modern approaches to building complex software systems and enterprise information systems."
