Today, 19 July 2016, some media outlets published inaccurate information about the shutdown of the National Electronic Registry of Anthropogenic Emissions and Absorption of Greenhouse Gases (hereinafter, the Registry). In this connection, the company is compelled to make a statement in order to clarify and explain the situation.
Unfortunately, in August 2015 we were forced to stop performing the functions of technical administrator, which include not only hosting but also the services of a support team of 8 specialists (industry experts, system administrators and developers). Whenever emergencies arose and/or modifications were needed to meet new requirements (new requirements kept emerging throughout the 8 years of operation), we had to expand the team, bringing in an architect, a process analyst, developers and testers.
With the arrival of a new team at the Ministry of Ecology and Natural Resources, negotiations began on restoring the Registry's operation.
We understand the importance of the Registry for Ukraine. Therefore, even though no new contract has been signed, we have decided to carry out the technical work to restore its operation at our own expense, and also to provide technical support on a voluntary basis until the tender procedures are held. For us, as a national company that is responsible to society, it is extremely important that Ukraine is able to complete its greenhouse gas emissions reporting, fulfilling all its international obligations under the Kyoto Protocol.
We are glad that the situation is finally moving. We also hope that the Ministry of Ecology and Natural Resources will soon announce a tender for the procurement of administration services for this registry. Softline IT will take part in it with its own proposal.
Softline IT also states that since the beginning of 2015 it has not received any funds from the Ministry of Ecology for administering the Registry. At present, the technical process of restoring the Registry's operation is at its final stage, and all the work is being financed from the company's own funds.
Softline IT calls on journalists covering the Kyoto agreement to report information more accurately and to use only reliable sources when preparing their materials.
