On 19 January 1999, commissioned by the State Employment Service of Ukraine, one of Softline JSC's most successful projects began: the creation of the Unified Information and Analytical System of the State Employment Service of Ukraine (UIAS SESU). In the course of the project, the developers deployed a powerful working tool for State Employment Service specialists in all 630 employment centres of Ukraine (that is more than 15,000 users!).

In particular, a nationwide database was created of enterprises contributing to the Compulsory Social Unemployment Insurance Fund of Ukraine, of unemployed persons and of vacancies. The system made it possible to automate:

– complex procedures and operations to ensure compliance with legislation in providing services to the public (in particular, the granting and calculation of unemployment benefits);

– services to employers;

– accounting and bookkeeping functions for monitoring contributions to the Compulsory Social Unemployment Insurance Fund.

The upgraded system has proved so convenient that every year it is used by more than a million employers and more than 3 million citizens, and unemployment benefits are calculated through it for more than a million people.

Building on its positive experience of cooperation, the State Employment Service was also among the first to introduce the "Job Search" mobile service developed by the Softline team: using UIAS data, the Service's clients can look for work via voice and SMS services, the Trud internet portal and a WAP portal. The mobile novelty quickly became popular with users: last year alone, the Employment Service sent out 4.8 million vacancies via the voice and SMS service and provided 5.4 million voice consultations.

Another innovation by the project team is the "Career Guidance Terminal Hardware and Software Complex" suite of computer programs. It is designed to make it easier to choose a profession in line with one's vocation and interests, taking into account the needs of the labour market.

According to State Employment Service staff, the innovations introduced by Softline have not only significantly improved the Service's efficiency but have also made job hunting easier for Ukrainians.
