Svitlana Hrynchuk, Director of the Department for Climate Change and Ozone Layer Protection of the Ministry of Ecology and Natural Resources of Ukraine, said in a comment on the ministry's website that experts of the UNFCCC Secretariat had adopted an interim decision on Ukraine's non-compliance and the suspension of its participation in the Kyoto Protocol mechanisms. As a reminder, Minister Ostap Semerak recently blamed Softline for the shutdown of the registry. In reality, however, the cause is non-payment for hosting services, and the shutdown is the result of officials' inaction.
According to her, Ukraine has the right to submit its own plan for resolving the current situation and to negotiate its implementation.
"Over the past two months, since the new team started work, the Ministry of Ecology has been actively working to resolve this extremely important and problematic issue. We see this situation as a call to mobilize all resources so that Ukraine finally resolves its 'Kyoto problems.' Due to the inaction and irresponsibility of the then leadership of the Ministry of Ecology and the relevant department, on 8 August 2015 the National Electronic Registry of Anthropogenic Emissions and Absorption of Greenhouse Gases (hereinafter, the registry) was disconnected by Softline. Unfortunately, until the new team came to the Ministry of Ecology, no action was taken to restore the registry. This led to the loss of the opportunity to complete all the operations necessary to fulfill the obligations under the first commitment period of the Kyoto Protocol," Svitlana Hrynchuk noted.
As a reminder, on Friday, 1 July 2016, Softline IT explained the reasons why the company had been forced to stop providing hosting services to the agency responsible for operating the registry.
