On Monday, 24 September, Anton Marrero, Honorary President of Softline IT and member of the Supervisory Board of the Intecracy Group IT consortium, held a series of meetings with prospective clients — heads of government authorities. The occasion was a discussion of the results of the Docflow-2012 exhibition, in which the Intecracy Group consortium took part and where the director of InBASE gave a presentation on the practice of implementing electronic document management in the public sector.
"For government authorities, electronic document management is the core production system," Anton Marrero said during the meeting. After all, the process of providing public services almost always ends with the issuance of a document (a certificate, a permit and so on). The process itself essentially consists of collecting information (in the form of documents), approving it and making a decision. All of these, according to Anton Marrero, are records management operations involving interagency interaction. Electronic document management systems make it possible to simplify and speed up all of these operations. "It is documents that should be moving from office to office, not people," Anton Marrero stressed.

"Processes in the public sector are regulated and must comply with laws, provisions, instructions and regulations. "Implementation experience has shown that the speed at which a document moves through a public sector organisation increases 6–8 times. At the same time, all processes become clear, and random errors (the so-called 'human factor') are reduced to a minimum," Oleksandr Rossol noted.
