Softline’s professionals have started developing an integrated information analytical system (IAS) for handling citizens’ appeals and monitoring the resolution of the issues raised in them for the Ministry of Transport and Communications of Ukraine, as part of the tasks of the National Informatization Program for 2005.

The integrated IAS will contain the following subsystems:

- Citizens’ Appeals

- Analysis of executive authorities’ performance indicators concerning citizens’ appeals and the resolution of issues raised in them

- Integration with the "Citizens’ Appeals" system of the Secretariat of the Cabinet of Ministers of Ukraine

- "Citizens’ Appeals" consultative website

As part of the IAS development, the "Analysis of executive authorities’ performance indicators concerning citizens’ appeals and the resolution of issues raised in them" subsystem will be put into full-scale operation at the Cabinet of Ministers of Ukraine, and the "Citizens’ Appeals" systems of the Cabinet of Ministers and the Ministry of Transport will be integrated.

A key element of the IAS is the creation of the "Citizens’ Appeals" consultative website, taking into account the prospects for its integration with the Unified Web Portal of Executive Authorities.

Objectives of the IAS development:

- improving the exchange and processing of instructions on the consideration of citizens’ appeals;

- reducing the time and resources spent on copying, transmitting and storing paper documents;

- simplifying and speeding up access to information on the progress of instruction execution;

- prompt transmission of data on the quantitative and qualitative composition of appeals and of the citizens who submitted them.

The IAS is a typical solution for executive authorities for keeping records of citizens’ appeals and monitoring the issues raised in them. The work on developing this system continues the work at the Cabinet of Ministers of Ukraine on automating the operations of the Department of Citizens’ Appeals.
